July 9, 2010 – pursuant to Republic Act No. 9501 or the Magna Carta for Micro, Small, and Medium Enterprises (MSMEs), the Department of Trade and Industry (DTI) Cavite together with key point persons from the Southern Luzon business sector recently concluded the validation workshop for the MSME Development Plan for 2010-2016 at St. Giles Hotel in Makati City. The said seminar which was conducted to validate inputs developed from the first validation seminar held in San Pablo City earlier this year also included the presentation of the consolidated outputs from 11 other regional and 4 consultative workshops. Participants from Cavite included Mr. Noly Guevarra, Provincial Director of DTI Cavite, Mr. Apolinar Aure, Chairman of Philexport Cavite, Mr. Victor S. Marasigan, a Philexport Cavite member and Ms. Liza Gabatan of PCLEDO.

Over the years, the government has strongly recognized the essential role of MSMEs in the generation of employment and the country’s economic growth. With over 700,000 establishments in 2008, MSMEs are 99.6 percent of the total establishments in the country and estimated to have created over 3 million jobs. Given its great function, the government greatly supports the improvement of this sector through a six-year development plan. Upon approval from the president, the said plan will form part of the Medium Term Philippine Development Plan.

In the past development plans were created through consultation workshops held in key areas in the country. Through this participatory approach, existing issues are addressed to sustain viability and growth. For the year 2010-2016, the proposed MSME development strategy integrates the various contemporary issues that affect the business environment like migration, gender, corporate social responsibility as well as climate change while maintaining the MSME result framework which promotes the creation of a business investment enabling environment (BIEE), with intensified access to finance (A2F) and access to market (A2M) and increased productivity and efficiency. Majority of MSMEs are in Luzon with 49 percent of the jobs generated by the micro enterprises in 2008.
